I have this friend..

Who has this other friend who has been having a dream about this other friend and well this friends parents have stopped caring about him/her/it.
They don't feed him/her/it or buy him/her/it anything they don't even give him/her/it money for school, that includes bus fair there so this friend of a friend who has been dreamt about has been barely surviving by eating at a friends house and by lending money off friends to get to school.
But after the pot runs dry and all these friends can't support the person who my friends friend has been dreaming about I worry what will happen to this person/thing.
Anyone have any advice i can pass on to my friend of a friend to tell the girl/boy/thing out of his dream to do.
The girl/boy/thing in my friend of a friends dream also has another sibling and they have both realised the problem.
You see their parents don't care about them anymore and spend all day, every day on facebook whilst drinking and smoking their lives away.
It is a sad thing to hear is happening in my friend of a friends dream and I'd like it to be sorted out of 'cos that person in my friend of a friends dream is close to me and I don't like to know that they are suffering in that dream of my friends friend.
What can I do/Who can we turn to?
