Alt Keys not working [ Stickey Keys Turned Off ]

Hello my Alt keys arent working anymore. I recently took all they keys out of my keyboard to clean them and I recently then put them back on and I found out my Alt Keys no longer are working.

I use a Logitech keyboard and I've tried many differen things:
Computer been turned off and on because alt keys been gone 3 days.
Stickey Keys are not on.

I dont know if you can help me but Im on Windows XP aswell and when I try and do them It comes up with this with num lock on and I press alt +
0165 - It only comes up with the numbers and if I use alt gr or the other alt it comes up with this rectangle box

If you have a laptop press FN + NUM LOCK

You can access numlock in your BIOS too check that

or try

1. Run Registry Editor (Regedt32.exe).
2. Navigate to HKEY_USERS\.Default\Control Panel\Keyboard.
3. Change the value for InitialKeyboardIndicators from 0 to 2
