im also entering, but im confused because for tier 0 , which everyone is at, you need 0 villagers until the mayer says you can have some, and everyones like trying to get villagers? ive been turning people away...

Noooooo. FAQs:

Do we make all the requirements for Tier 1? (The 5 village houses and 2 services) So it's ready for when it's been approved by the Mayor? Or do we have no houses and no services for Tier 0?
You can prepare your Village to whatever Tier level you like. The Mayor will visit and move you up a maximum of TWO Tiers per visit.

I saw Beat's Buttermere village and i wasn't that impressed to be honest. It is just a big pyramid with a cluster of doors.
