how do you get a flaming staff or rain effect.......?

You need the full Totem Pole to have this, or just the Totem Planet. Build it and your effect appears when you double click the Planet. :)

It depends how your Totem is, if you have it on the sun setting then you get the Eagle fire. www.puhekupla.com (http://www.puhekupla.com) has a guide on it for the Totem.
