Can only help with sub. if you want dubs buy the dvd.

also it depends on the series. usualy only popular ones are uploaded

You can get dubs for quite alot at justdubs, I'm watching Bleach dubbed on anime atom, I don't know where you can download them but my friends use reality lapse or something for subs and they said they have dubs aswell.
