Image editing website/program?

I have seen a few pictures around and it's people putting there pictures on a website or something and it puts them on a billboard, photo frame (like in the house of commons), in a art display with people around etc.

Does anyone know this website?

That's definitely one, but maybe not EXACTLY the same, but just as good as it.
