Why do you do it?
I understand it hadn't been officially announced but BritishTea's usertitle gave it away, by removing the thread you're removing people congratulating her. I honestly don't see the point when the fact she has the job is clearly displayed on the forum.
It just seems a bit daft.

Yeah. Although we don't know the full reasoning if they don't want people to know at the present time then they shouldn't have changed her permissions until they were ready for the masses to find out. It's not as if you've been told and exposed a well hidden secret when anyone who views her user title will be able to see anyway.

I've never seen it done before though so I don't think it needs a thread but rather a PM to forum management because I doubt it was an AGM who moved it (could be wrong) so forum management will more than likely be able to tell you.

I've seen it happen before, the threads get moved out as you can't congratulate them until the official announcement has been posted. I don't know the exact reason, I just know this has been done time and time again before. :) Any threads that were made always get put back after the announcement has been posted anyway.

I don't think anyone is at fault here, just a lack of communication which ultimately comes down to me (ok guess I was wrong, I'll take the blame on this one.)
I quietely offered the job to BritishTea but I never really made it clear that it wasn't official yet (in fact I planned to make it official so I thought it didn't matter.)
However due to the need for an Assistant Manager I chose to wait until that matter was settled and announce the new team together. Never thought it'd be an issue and figured I'd wait to PM Bomb-Head until I got the reply from the proposed Assistant Manager. I assume Bomb-Head saw the thread and figured people were assuming, because at that point her permissions weren't even requested, I think she may have changed her usertitle herself and she wasn't necessarily wrong to do so. But by the way I haven't even checked to see that its Bomb-Head so I could be totally wrong.
Anyway that's what happened, just an honest mistake :)
EDIT: After my confused Forum Manager asked if I was saying that they shouldn't do that, I realized I should clarify. We do do that on a regular basis because until its announced, its not official. In this case there was the usertitle etc. however even then, VIPs sometimes change their usertitle or whatever, and sometimes information comes from rumors. Even when people think they have the job, there are various situations in which the managers had not checked with me/Bomb-Head and the user had been fired in the past month or put on the DNHL and was on a clone or had a lot of infractions etc. etc. So because until its announced its not official, and there are all manner of different ways that "pre" information could come in (I remember a certain member being congratulated on getting AGM when it didn't happen at all). Instead of trying to individually assess each bit of advance information we have a simple policy: wait for the announcement :P
