I tried PS CS4 but i'm a noob and it confused me. Is there any other programs?

Photoshop, Paint, Paint.net.

And one that no-one has suggested, GIMP! (gimp.org)

But yeah, Paint.NET is the one to go for. ;)

Depends what you mean specifically, are you just looking for the design or the design and coding of the actual webpage in HTML, CSS etc.?

But yeah, Paint.net is a lot easier to get your head around compared to GIMP. Also no stupid weird mascot :D

Do some photoshop tutorials, once you get it, it'll be far better in the long run as you can do far more with it and the knowledge can be transferred to most Adobe programs.
