My sister has a laptop and I have a desktop pc and she's always uploading and downloading crap.. I wanna play my games but I get a 400+ latency and it's annoying.
Does anyone know any programs which can limit the download/upload speed of another computer using the router?

I don't think so, but I think you can give priority access to the net to your computer. No idea how to though.
Look for something called QoS in the router's settings. A lot of new routers have it, but some don't and a lot of older ones don't.
maybe you could go into router settings and filter her mac address whilst playin so she gets dced from internet?

Just find a way of disconnecting her when she isn't on her pc. and plug it in again when she returns. (That is if she leaves it downloading while she isn't online.)
Personally I know of no programs to limit speed. But if she is say using utorrent or something to download stuff just go on her pc when she isn't there and set the download limit on utorrent to about 20kbps.
