Display problem

when i login to windows the screen is randomly refreshing when programs etc load, and it is pretty much un useable.

Also on login it says something about missing languages.

The PC works fine in safe mode though with no problems :S

Any ideas on what is causing this problem? Its not the graphics card obviously if it works fine in safe mode :S
