Go to free worlds, lumbridge next to cows. Noobs are always selling them really cheap I bought 20k for 5 each or something >_> or you can go to port sarim and buy it from there..

lol if your only useing em for fishing you might aswell get em ya sen its only worth buying when you need big ammounts for fletching
