I honestly think it will work well and improve business prospects with the ability to connect wherever you are or it will fail terribly and will be incredibly slow and patchy.

Depends how they do it. If they have some sort of account log in system thing that you get from the council and it's linked to you or something, they have a way of finding out who's pirating and stuff. If they don't it seems a lot more sketchy!

A major Wiltshire town is to become the first in the UK to offer free public wireless internet access to its entire population, it was claimed.
Its not a pilot. Its permanent rather than for 18 months and available free and everywhere with 1200 spots around the town opposed to just 200 in the other one.

(i live in swindon).
Guess they would block all ports except those used for "standard" web traffic to attempt to prevent misuse.
