Well you could try Tripod but that clogs your site up with ads and I wouldnt really call it a "program" as such,more like a series of web pages that guide you through creating you site.

lolo dreamwever does rule and is free for about 30 days i think, the non free part is after that were teh lisencs is costing upwared of £500!!!
Notepad is the best FREE websiet bulder, but very complicted to use if u dnt know html etc, there are ediors that use coualr codieng thogh top help, althogh u cant realy conier them website bulders, i did see one on Download.com a while agaon thogh, san serfe page builder or something simplar wihc was free, supoosedly at least.

Yeah basic HTML is easy but it gets harder. My uncle lent me a fat book full of HTML tags and stuff maybe you could find an online HTML guide sketti?

ive seem the size of some ofthe books lol, i lernt most of what i know from toutorislas at http://htmlgoodies.com , ,wich athogh is a bit out of date but is simple and easy to follow, the rest i leant from parctise and somtimes looking at other page soreses to se how effacts are achived etc, plus i got a few ebooks wich im now lerning php from.
