I only just did this (XP) and I cant open any programs from the start menu (had to open firefox from external disk) and also when i try to open somthing that message comes up for everything saying "open with??" which is annoying as I cant make a dafault always open with thing either.. help. :|

EDIT: Also when i right click and press start on somthing i recently downloaded it works like that.. its weird

Do a system restore, that may solve your problem.

I've had the same problem in the past but as far as I know the issue was the cause of a virus. I could not access anything from the desktop/start menu as (on vista) it tells you that the .exe is missing. I'm not sure if you're having the same problem but if you are, check out the following link:

http://www.dougknox.com/xp/fileassoc/xp_exe_fix.zip. Downloading/installing this will restore default association for .exe files.
