It was but they are still working on it. It was confirmed at Magfest 2010 when one of their guys said they couldnt talk about it.

As much as I believe "some guy" it looks kind of generic, it looks like it'll be enjoyable and clearly it's got an xbox 360 release by the looks of it but I mean just because it's be in "development" for 10 years it doesn't mean this game will be "the benchmark over every game ever" it'll be like Serious Sam HD but with more of a story really, nothing new or exciting, hopefully it gets a god damn release date so people will stop obsessing over how mega epic it will be. ¬¬

I remember playing the very first 3D when I was a kid when it came out, but I have no interest in Duke Nukem Forever now. I was 7 when I began awaiting that game and I'm now on the edge of 20. See my point?

Apparently the footage was taken from a ex-developers PC and the voice overs and music are fake and fan-made but the footage is real.
