I came across this the other day, basically there's a jQuery based UI available for the iPhone's Safari browser.

It allows you to make nice looking iPhone / iPT apps with just HTML and JS knowledge, which then run in Safari.

Once the user adds the page to their home screen, it launches and occupies the full screen, so you wouldn't know it's just a web page.

There's also a few examples you can try in a WebKit browser:
