New curbs on anti-social behaviour in a Kent town over the summer are being enforced by police.
Kent Police said a dispersal order covering Herne Bay would run for six months until September.
Officers said up to 40 young people have been gathering and causing mayhem in the seaside town.
The youths have been fighting, intimidating passers-by and hurling racial abuse at visiting students, a force spokesman said.
Insp Terry Chuter said young people were travelling from Whitstable and Canterbury for the gatherings.
He said: "The community in Herne Bay should not have to put up with this behaviour."
Under the order, police can make groups of two or more leave the area and not return for 24 hours.
If they refuse or return within this time they may be arrested and charged.
Offenders can face a fine of up to £2,500 or three months imprisonment.
