What do you mean 'that speak now'? Also, you can't get a 'jingle' software, but you can get an audio editing program which people use to make jingles, such as Audicity (http://audacity.sourceforge.net/) or Adobe Audition (http://www.adobe.com/products/audition/). If you're looking to buy some jingles then I recommend JingleMasters (http://jinglemasters.co.uk) or RPC Audio (http://radioproductioncompany.co.uk/) or you could even request free jingles on RadioDaddy (http://radiodaddy.com) but these are not professional as JM or RPC Audio.

Good luck.

All the people with 'VoicePro' badge on the forum are professionals. They are just all mainly American.

There's a selection as people have mentioned. I believe a few people use sometimes multiple applications. I've used some of the basic features in FL Studios (Formly Fruity Loops), Reason and Audition. Pro Tools is used a lot in Music, Film and Television production, my university uses it for a lot of its stuff, but its quite expensive.
