It's been on the USA hotel for awhile, although I don't know what it is.

It's a left over from the American Idol campaign they did. You needed a voting chair and a performance tile thing and then people would vote you yes or no (or at least I think). It was stopped at around the time that the campaign was finished, so now it's pretty redundant, unless they activate it again.
