i always get in when i first turn the computer on, i've look on google as to what it is and tried downloading what it says to, but it keeps coming up it's really annoying

Well, it comes in handy for most things...
If you wish to MOD/Download MODs for games, you'll need it there, same with most recent downloads too, its required for almost everything nowadays, so I'd recommend downloading it.

You need the different versions installed, i.e. the ones I linked to above, the latest one won't install the lower version, which he needs.

.NET is part of some languages like VB.NET, you need the .NET frameworks to run these programs :P
