I think it should be used on goal-line by referral. Ie if the ball appears to cross the line, play continues until the ball goes out of play and then the captain can go to the referee and ask for a video review.
1 referral a match. Frivolous appeals to waste time or to change the pace of a game to receive a yellow card.
I'm not sure how it could work for off-sides.
Thoughts?

Or just have another official sitting in a room with a TV screen like in cricket/rugby, it will take a matter of seconds.

yeah thats what i forgot to add, another official would be sitting watching the TV.

Censors on the line, to see if a goal has gone over (COUGH, COUGH, LAMPARD!!!!) And People watching replays in a room.

Just have someone bloody watching it might be an idea, what the FA are on about when they say it'd be too expensive to implement I really don't know

in rugby we just have video ref and that works really well, but it does take about a minute+

Stupid Gary Lineker stole my idea! Well no, it wasn't quite my idea anyway but..
The captain of each team gets 3 referals. They can use them to appeal a decision in the game, but only for goals or penalties.
I think if it's used for every silly thing it will ruin the game, so only for the most important decisions imo.

im a rugby fan and follow it as much as football and they have a video ref. it takes about 1-2 minutes because some tries are harder to look at but literally it will take 5 seconds in football to see if the ball has crossed the line. it really disgusts me how FIFA won't install it into games! i've always believed you should get about 1-3 referrals in a game from the captain if this was introduced and if it isn't before the next World Cup then seriously it will just happen time and time again and countries will just go in outrage

Er with offsides it would work exactly like it does when they show you if they actually were offside. They get that within seconds of it actually happening all you need is someone sitting in a room analyzing play and telling the ref what is right and wrong. Not with fouls unless refered but you can tell when you need it or not. It's common sense

Some fatty in a room watching a screen won't take long. Everybody could see the ball crossed the line on the live stream, the fatty could just radio down that its over and the ref gives it. A matter of moments.

yeah but being offside would mean the linesman would put his flag up and the game would stop - most of the time before the player puts the goal in the net. if you refer that, what happens? or every time play would have to continue until a referral is made or not. would be stupid. i suppose you could appeal if a goal went against you, but you couldnt do it for a goal that you thought youd scored.
