What sort of images? I'd recommend Photoshop for pretty much everything, Illustrator for the rest.

For a website - Fireworks
For anything involving a graphics tablet - Illustrator
For anything else - Photoshop

I would use Illustrator for that. Photoshop could work well too, but I find it easier to to do stuff like that in Illustrator.

Photoshop sucks for anything but image manipulation.

I use photoshop for Everything (CS4). But if your looking for a decent program I recommend paint.net I still occasionally use it although I purchased the Adobe Master Collection CS4..

For drawing stuff, I use Flash... I find it the easiest to use, but everyone else seems to use other programs.
