ok, well im planning on COMPLETELY reformatting my dads desktop. The only problem is that HP have set up the hard drive with 3 partitions, can i delete these? use just the whole drive?

You might need them to use the bundled restore disks (restores OS and whatever crapware came with it). If you've got a windows disc and all the drivers you need, no reason to keep them (although they're tiny anyway right?)

When you reinstall windows you can delete them and make one single one

Yeah, im not using them. Im hoping to merge the partitions (141.7, 141.7 and a 14.6gb) and completely reformatting with a clean version of windows 7

I mean theres a "PQSERVICE" (14.6gb) an "OS" and a "DATA" which are both 141.7gb

The PQSERVICE partition is for restoring/reinstalling, so you might want to leave that one. The other 2 can be merged and used however you want.

yeah, i know that. but i dont want to restore. i just want a completely wiped harddrive to install windows on
