Heya, with the whole people not posting fiasco I have a few suggestions..
Habbox Council - It'd be good if there was a selection of people, say managers, often posters, and say some new users and we brought them together and discussed various parts of Habbox Forum. They'd be able to offer suggestions on what they want and what needs improving, and can generally give a helping hand.
Rotating Banner - Other forums have this, basically somewhere on the forum (idk where it'd fit) you have a small rotating banner with information on comps, events, and general adverts for various things on the forum would really benifit the forum. If it was colourful I'm sure people would like to read it and see what's going on in the forum and what it has to offer

2 councils and a community staff team (which was basically an unelected council) never worked before, can't see why they would now that there are even less active/regular posters. Dunno about a rotating banner it wouldn't bother me especially though so go for it if people want it

Habbox Council was never really successful in the past. It has been mentioned in the big thread of "suggested" and some great points were made by other members such as Nvrspk4 on why it failed and probably shouldn't happen again. Although a new committee is being developed for new users to the forum which they can go and ask for any help if needed, such as how to perform certain tasks on the forum. Although that isn't a council or suggesting ideas, I believe the community already post their ideas and suggestions in the feedback section and the link between them and Management are much greater than there was in the past.
Regarding the rotating banner, I doubt this would work in a successful way due to how the banners are currently are on the forum skins. Although they would offer more information to the users on the forum such as certain events taking place either on the forum, habbox or HabboxLive.
I like the rotating banner, it would be very good for people to get the latest competitions etc.

Maybe the rotating banner in place of the Kazopark banner, unless there's some kind of agreement it needs to stay them permanently.. :)
Problem with a Habbox Council is that after a few weeks, it will simply die down, people won't turn up and be active.. etc. I'm already concerned that many of the things recently introduced on HxF will be forgotten about (awards, etc) but I have faith in the current management to see them through for a long while.

Yes unfortunately Ben I'm going to have to say I'm not a huge fan of these suggestions either, although we are going to start up a Welcome Committee in the next few weeks to welcome new users to Habbox - and I was speaking with a few American users in HxHD in the early hours and I ran this idea past them and they thought it sounded like an awesome idea - especially one in particular who had a lot of questions about the forum and seems to be a user keen to get into Habbox.
In regards to a rotator, it just wouldn't fit anywhere, like Mathew said the only place it really would fit is where the Kazo banner is - yet that's external advertising to keep us running, not much we can do about that!

Maybe you could make the top a bit larger, make HxF a bit smaller, and put the rotar banner under it? Just it would really inform people on things and updates.
