You can get a free SSL certificate with every domain you register or transfer :). I have bought .infos in the past ($2.99) purely for a cheap SSL lol.

Only way would be opening a ticket with them and asking.

You're supposed to add it to card when buying the domain - it adds it for $0.00 cost.

What I was meaning by that other post is when I want an SSL for a domain that I've not bought from Namecheap :). I get the free one from a .info (cheapest) and use the SSL on the other domain.
