To suit Japan, America and Europe. Quoted from the post I made on playstation forum about the downtime:
This is the stupidest time to put it down, even in Japan it could be moved to better suit Europe and American times, especially since Europe and America have more players than Japan. Imo it's selfish of the company to choose a timeslot to suit their founding country rather than the majority of their customers.
Even in Japan the times could be moved to better suit the rest of the world without eating into their peak time. The majority of south asia has a smaller PS3 population, so why not do the downtime during their peak time and have the work done by 7pm GMT instead? That would be early morning for Japan (Asia-Pacific) when their peak time is over, peak time for South Asia (Countries such as Iraq/Afghanistan), mid-day for Europe whilst most people are at work, and the daily morning rush hour for Americans.
There is the perfect solution which includes the japanese. I ask why it isn't being done like this.
