The 4.0 licences are lifetime.

Thanks
Ok I've requested you, should be on later.
I was also looking to purchase vb
Considering the new way of pricing with the 4.0 series I would suggest establishing your forum first before buying a premium forum software.
Start with some free software like phpbb or mybb then if your site becomes popular then upgrade to premium forum software, vBulletin doesn't come cheap.
Thanks for the advice! I have previously worked with mybb on another fansite doing most of the admin lol

I know I shouldn't be saying this, but.
I'd go with starting of with a fake Vbulletin. Then once you release it to the public. Buy the licensed one.

By fake I'm going to assume you mean a cleverly skinned MyBB or PhpBB - and that you're not actually suggesting the OP take advantage of nullified distributions of vBulletin :P
I would never in one million years be caught paying for vBulletin. Between PhpBB and MyBB you should be set.
