You need to make the layout, then Splice it and code it in frontpage or dreamweaver or the way i do it is make the layout, open it in adobe photoshop splice, save for web, open in frontpage and im done ;)

you dont realy need any tools if u do it properly, just use notpad for the codeing, and i poaint isnt up to some of the graphics you need download gimp (open sorce image program supposledy capable of rivaling photoshop)
