The Rabid Rabbits Room

Well i've noticed that the Rabid Rabbits room is always full, and he normally appears there so you can get a bronze badge. But does that mean he can't get into his room due to the room being full. Or as he is the owner he can enter.

If a rooms full, the owner can still enter the room :)
