Yeah. Staff can actually Increase the room limit.
Fozzie made it to 100 when there was Gen Rex Race Event

I suppose they can has as many people they like in a room, but it'll get laggy at a point. Also if they allow like everyone to have 100 people in their room, it would mean they would have to update their server etc due to higher workload
