the lowest you can get is turmoil with 10 def (roll back)

other wise its 30 def.

Nope, it's 28. Very few have done it without a rollback but most notable is massah jim aka "28 defence". recently ruined his acc by getting 30 def though =(

thats why lots of people spend the 100-200m to get it, like me; Turmoil zerker

Yeah you can't do curses quest without defence xp. I'm trying to get to that quest and doing defender of varrock atm and there's a 10k def xp reward so :P

Also lunar diplomacy has a 40 def requirement
