What is this?

Okay so I can't see what this is on my laptop screen but if anyone has a bigger screen can they tell me what it is? Does anyone else get it? Does anyone know what it is?
Just incase some people get mixed up, it's the light green/blue thing under the sidebar.

I get that, when i click on it, someone's name a the bottom pops up - looks like a glitch when the start an event/get an achievement etc etc.

Yeah It's just a glitch it's the button for when you start an event.
