Hey,
I think this rule needs to be reviewed, obviously if someone is posting direct links to a referral page and offering them something in return it should be removed but if i post a link to a forum and post something along the lines of "My name is blablabla on the forum feel free to put me as your referrer" i don't see how that is doing anyone any harm, it's just nice to tell other people about other websites and let the owners of them websites know that you are making an effort to tell your friends about it.

I think it's somewhat strict but that's just my opinion

A11. Please do not post links to Internet Marketing which you involves your gain at the expense of our members ~ Referral marketing is a method of internet marketing that relies on gaining new customers by referrals, usually through word of mouth. Referrals can be an annoyance for members, and therefore they are not allowed, they are also not allowed in signatures. This rule also covers sites which pay you per click on certain links. I think it's a bit OTT

If people are just posting for referrals, remove it by all means but if they're posting a website and talking about then add something small in at the end, i don't see how that could be an annoyance as they're reading about the website not the referral.

Which is fair enough, but if the main objective of the thread is to talk about a website and not a referral link, it should be fine.
