Can't load most webpages

Hey Guys, basically when I try to load a page it either says Oops! Google Chrome could not find this page or the page comes like this :

I have cleared the cache and all the browsing data of the past week
I have not downloaded ANYTHING recently
I tried switching off the internet for an hour and it didn't help

From that image it looks like your borwser is not loading up any stylesheets. Have you been using the browser when it worked? Have you scanned for malware? Any new software?
