Im wanting to install windows 8 (dev) onto another partition, Now i know how to make a new partition but how would i install it straight onto that partition? Without harming my other side?

Just like you would install any other version of Windows.
Boot from the DVD/USB, select custom installation and then click the partition you want to install to.

Got to Disk defrag, But partition on Windows 7 isnt the same as XP?
Can you explain how to partition for 7

Disk Management.
Brotip: Search for it in the start menu.

Right click the disk you want to partition and press shrink volume.
Set it to however big you want the new partition to be.
You said in the OP that you knew how to make a partition..

Its saying i can only shrink off 3gb, Yet i have 60gb free?

Defragment and also try disabling the disk cache (I forget it's name).
