I have just bought it for PC and it seems to be very laggy for my laptop, I am wondering if my laptop cannot handle it.
Any ideas?

Buy a Desktop.
No laptop under 2 grand will run GTAIV well.

Did you check the system requirements before buying it? GTA IV does need a good computer for it to run nice and smooth.

My system requirements went well past it, nearon double it all.

My system requirements went well past it, nearon double it all.Where did you check? If it was systemrequirementlabs, then that has a habit of overestimating your specs.

run it at lowest also i'm sure gta iv is notorious on the pc to giving a bad fps

Make sure your drivers are up to date, GTA IV performs lousy on bad drivers.

well there's no graphics listed on the spec list so I'm gonna go ahead and guess that it's got some below average intel one which is probably the problem

Nah you'll probably need a dedicated graphics card. I'm no expert but I know the on board ones aren't that good

the GTA IV Port for PC absolutely sucked. Rockstar released like 7 patches or more just because of this. LOTS of people including me were reporting some serious performance issues with the PC port. My specs are: Intel Core 2 duo 2.13 ghz, nVidia 9800 GT 1GB, 4 GB Ram. With graphics on lowest, it was laggy as ****. I installed all the patches which helped a little bit, but i hope Rockstar doesnt mess up the PC Port with GTA V. You most likely need a new video card, because i dont think GTA IV supports any Intel graphics card.

Wasn't messed up at all for me.
GTA IV was heavily CPU dependent and you were playing it on a dual core, the recommended requirements stated a quad core for better-than-low-setting performance.

I used to run it fine on an 8800GT, 4GB RAM and an Intel Q6600. Now I'm running an AMD HD5850, 8GB RAM and an Intel Core i5-2500k.
No way, integrated graphics doesn't run GTA IV very well, it'll be very laggy and you'll get missing textures.
You need a desktop with a very good video card if you want to run it on decent settings.
