What you trying to find? I may be able to help you. The only thing I could find related to "ISPA" is Internet Service Providers Association which is a UK thing.

Well if I were to file a suit of harrassment and the goverment requested them chatlogs, Then it is okay to invade that persons privacy?

I'd respectfully say no as I have no chatlogs stored on my system.
