Need VB3 Coder

Need someone who can code VB 3 skins, the layout can be done mostly in CSS3 so it's not thatcomplicated, I've already had a quote for £13 (He was unable tocompletedue to courseworkproblems) so I'll be willing to pay anything up to £15 for the job.
