Is it just me or is everyone always lagging near on... ?

just you. should probably change your graphics options to something that your computer can handle

Na my graphics card can handle runescape lol. Besides I dont have full screen on or anything like that... Maybe its my internet connection..

No lagg at all on max graphics for me (A)

Just try turning down the graphics settings to see if it changes anything :)

Has been short spouts of it even though i'm on lowest setting, if ur anything higher than lowest graphics setting though turn it down to min since anything higher wiill definately lagg you like hell.
