Expert Rare Values Reporter rank has been removed

Unfortunately after much discussion, it has been decided that it is best to remove the Expert Rare Values Reporter rank. We thank the current Expert Rare Values Reporters CrazyLemurs and Pipette for their work but they will remain as Rare Values Reporters.
