They said the helper talent tree would have different 'brances', so I'm guessing that the Citizenship talent tree will be seperate from Guardian, and you start where you did like with Helper... and they will both be separate.

This is correct, it's a completely different talent tree to work up.

I'm not necessarily saying a UK hotel reestablished, I think it'll be quite country-specific considering there's 5(?) hotels merged into one.

Then again, that wouldn't work for members after the merge so god knows what that could really mean. It may not even mean anything.

I imagine citizenship will be one of the easiest talent trees, since there is most likely nothing to gain.

This is actually quite interesting. Seems habbo is trying to "give the power back to the people" in a sense. Or make people aka young children take more responsibility instead of having to be watched every 10 seconds.

Citizenship will be mainly for new Habbo players as a way of gaining trust and getting rid of those who mainly abuse Habbo, nothing for us oldies.

The ability to talk freely and trade? Not exactly sure what you're expecting, but you're in for a disappointment.
