Whenever I go onto tumblr the web page looks like this
http://www.mattgarner.net/upload/images/2012/08/27/q5gSF.png
it also happens on image upload sites (thanks :odey:; for the image:L) like tinypic and imgur
What are the websites like in different browsers? and have you tried clearing your cache etc. http://support.google.com/chrome/bin/answer.py?hl=en&answer=95582 (Chrome guide)
Omg Im having the same problem with pintrest! Changing browsers don't help and also no images are showing for me... like half of them on all my sites are a blue question mark :(

TalkTalk use BT lines don't they so could be linked to problems earlier
also
http://www.talktalk.co.uk/service-status/
a lot of places down lmo
There are always a lot of faults :P
Anyway I'm with TalkTalk and everything is working fine. I do use OpenDNS though so it might be a dns problem like the issue with BT.

Style sheets aren't loading as they're on a different domain, likely cause is that the DNS servers for your ISP is borked, I'd recommend changing them to Google's:
8.8.8.8
8.8.4.4
