They're new, I believe you need to buy a costume and go through a Costume Hopper.

Id say this too purely because the new community challenge is called something along the lines of 'Freak Out the Neighbourhood' and you have to do that for the challenge.

Took me over an hour to get to 100. Sod sitting there for 9 more hours to get a badge.

That's the way of getting it. xD With patience. Basically only really patient people will be able to get it. Personally, I've given up for now, but I'll get back to it later.
It's like with other achievements. Banzai ones for example, they take AGES to be done. That's the goal.
