Is this a glitch or have they wrote the code wrong?

Look at the title in purple. It says > 'Me & Mrs Jones'

It's because they used the ASCII code for an ampersand (&) whereas it should have been plaintext.

Ironically quoting you makes VB parse it as just an ampersand.
