For those of you not following me on Twitter, I posted this tweet:

Last night, Bully reports were behind 13 hours. This morning their behind by 17 hours. The mutes won't even be effective since the chances of them being online are close to none. There are only 19 Guardians on .com atm, when there used to be at least 100.
What happened? Habbos asked for this type of system specifically and now no one is taking advantage of it. If we want better moderation, we have to show that collectively, we can help moderate better than those that get paid. Are any of you Guardians? Have you just stopped taking reports? If so, why?
I'd complain about the state of the Habbo Helpers, but that's for another thread. -_-'
I'd like to encourage more activity, overall.

I'm not a guardian but I still see the thing as pointless, could jave decreased as less use the site.
Didn't want guardians and knew it would fail. At the start it angered me to see chatlogs of people doing nothing wrong, and them getting voted as bad or severe. I got fed up with how many bully reports I was being bombarded with. You literally closed one and got another and also how you sat in a case for ages waiting on people. System seems really buggy. People like having a goal to reach and I assume many have stopped since they got to the TBA level.

Habbos asked for more control, Habbo gives it, then everyone abandons it.
I don't find the system a bad idea - @Red, votes are now far more fair than they were when the system was trolled. The reason it's bombarded is because of the age of the reports. I don't think the system is nearly as buggy as it was when it first came out. It's usable, and I use it all the time.
Last time I activated it there were 14 guardians online for 4500 users and I bet out of that 14 that over half were afk/ignoring calls! I tried picking some calls up but was met with 'not enough guardians' five times in a row so gave up on it, probably for good. It's a bit of a joke.

sounds like you're angry with the habbos who can't be bothered, but why should we have to do it? it's entirely optional, i'm sure a few of us have invested some money into habbo and you're annoyed that when we log on in our spare time we don't want to check out rather boring bully reports.
clearly the reward isn't worth the actual work. moderation should be conducted by sulake, they need to invest more money into it, where they get that money from is up to them, but i'm sure they know what would happen if habbo became a subscription service.
what do you suggest to help motivate more people to review bully reports?

I'm annoyed with the fact that people screamed "we want hobbas, we want more control" - habbo gives it, and everyone throws their toys out of the tram and then starts complaining about something else.
The reason Habbo doesn't give us what we want, is because when they give it up, it's ignored.

not everyone demanded that, only the people who were obsessed with the old habbo demanded that, most of us wanted a reliable and efficient moderation which could've been provided minus the guardians. You seem to be a big supporter of Habbo, well let me tell you, they are responsible for the mistakes they have made.
What have they given us what we wanted anyway? Snow storm? please note that snowstorm was not ignored by players at all (until recently due to the flood of utter crap games). There were actually more players playing it than there were before. It was, as a matter of fact ignored by THEM. If you ever visited Habbo Research Lab forums before the forums were taken away, they were full of suggestions to improve snowstorm. No improvements were made in the game after it was introduced. Nothing else has returned except that (please don't say Battle Banzai as everyone knows what a joke it is)
Not all screamed we want hobbas.... There was a lot, who didn't want any form of hobbas/xs returning, including myself. It always seemed like a cop out, using habbos to do the work which should be done by paid staff. I think a lot of people just liked the sense of status they got from being one, and hoped it would be application based.
And they never give us what we want. They do a half assed job of it. Events?... nope, new system doesn't work. Snowstorm, like Karter said had has no improvements made to it since being introduced. A 'version' of articles is meant to be returning. Lets just wait to see how much of a flop that is.

FWIW, I'm a big supporter of the Habbo community. I miss it, and only every now and again do I see glimpses of it in my room, but overall, it seems like moot points.
This is getting off topic, but with the gaming API, the chances of snowstorm and the like coming back are pretty strong given the right developers come in. I don't want to see the community disintegrate into oblivion, or retreat into nostalgia forums.

As for this point, maybe we need to open up a UV issue where Habbos that are inactive for x amount of days get booted.

honestly the hotel is so automated now i wouldn't be surprised if paul lafontaine was a robot.
Intresting point! On the Swedish Hotel, the guardians can wait for ages to even get a guardian notification.

No surprise, everyone knew it was going to fail from the start. If any of their ideas such as Hobbas, eXperts, Welcome Party or the Habbo Guides were successful and proved to work they'd still be here today.

There does need to be more guardians online at any time, whenever I'm online I turn it on and constantly get the bully requests from anywhere between 2 minutes to the previous day. Normally when I'm on there's about 20 guardians and 100 or more helpers, but none of these helpers seem to be progressing to guardian status.

I never got any reports of people not doing nothing and being voted as severe, I guess I was lucky with that.
I was in the last stage in my last account, and I'm trying to get there with this one. I think it's actualçly a good idea, but not for example when you get a report from something that happened in the room where you were, so you know who said what. That's not fair at all.

I used to be one, Its so pointless half the reports are not bully reports just waste of time! Habbo are getting us to do their job for free. Most pointless thing ever but the help system is the best thing out on habbo.
Just had a quick look, The report i just did was 28hrs lol

When it was first introduced and I was online the thing was rubbish. I sent one or two to ask for help and I'd get a reply like an hour later, so I tried it for myself and only had like 1 or 2 reports every two hours even though I know people had been using it, as a few people in the same room were trying it and didn't get help even though I was still searching for people to assist.

The tool was never intended for us to do the MODs jobs for free -_-' you guys do understand that point, don't you? People wanted more control in the decisions made on the site, and this is one way they came up with. The system isn't too bad, though there needs to be some improvements as to the length of a bully report before it's taken to a MOD.
I believe habbo needs to keep up with the system. Advertise it more, make another Habbo Helpers group as the current one is full so new people can join. Make the first few step a little easier so people feel like its pausible to get to the next level. Plus the most important thing that made Hobbas work was the cash insentive. I think you got so many credits a week or month for doing the job or w.e. I think if we got 10c a week for people who actualy work then people would actually do it. The Hobbas system wasnt a failure, there came a time where professionals were needed and that kids/teens couldnt fufill.

I'm a Guardian, but I rarely activate it anymore. Truth be told, the novelty of it all wore off long ago, and, like others have mentioned, most of the time that I do bother I'm met with "not enough guardians", which I got sick of.

The hype wore off and people just don't care anymore. I'm an active guardian and I try to go on duty as much as possible and it can get frustrating. But you really can't do anything about it other than just go with it..
