Hello, there is a way to buy membership via paypal, but if you mean to buy it for someone else from your account then nope. You need to be logged into the account in order to upgrade to membership.

Yeh I suppose but if they want membership via PayPal that's what it's likely to take

It's not something you can do easily. If it's someone you know in real life, you can have them sign in on their computer, then pay with your PayPal account. As far as selling membership to others for in-game items, you're out of luck unless they're willing to let you onto their account. Technically they could prevent you from stealing their items by setting a PIN and banking everything (while making sure they have recovery questions set), but the fact is that it's far too risky for such a small trade.
