What else could they even add.. unless they give proper powers (which'll get abused) they leave you thinking hmm.

That's true, and it did take some time getting to the end imo. Can't just start something up like this and not finish and/or add more to it.

There is a point to it. I think its quite a useful feature nor do I consider the helper/guardian system useless.

I already said this when we were working on the helpers/guardians; I don't really care if people do it for the badges, as long as whomever happens to be in the receiving end of the tour gets served in a friendly and meaningful way. The motives of the helper are irrelevant in that sense.

The issue, though, is that people who tend to grind for badges don't really care about the quality of the experience, so the natural instinct for any development team would be to tie the badge levels to received feedback, but how do you do that without making it tedious for the helper to give tours?

It's a slippery slope.
