the top bit should drag down when you drag down

The part where it says "Welcome, [Name] Notifications ^ User CP Log Out" should drag down with you when you drag down. I find it so annoying when I'm reading a thread and want to click one of those options and have to constantly drag back up...

It's usually on the far right side of the keyboard on a laptop.

Alternatively you can use the page up and page down keys, just as quick.

Mine does, but it's with the number pad. So I doubt a laptop would have it unless it has the num pad @Mk, (on the right)
