Keep trying, I had that issue, it was just the servers being hammered, what site did you use?

Wait so you downloaded it and installed it without even attempting to get your UDID Added? Bad form.

Get into DFU mode and restore back to 6.1.4/6.1.3

Edit: Apparently if you download the correct ISPW And do Shift+update you can install iOS7 without needing a dev account.

You can install IOS 7 without developer account stupid. I dont even have a iphone no more.
