Not news or rumours... It only safety bans the account. Not your IP.

Depends who safety banned you.
I've had one not too long ago so I'll give you a fresh update.

"contact Player support to have ban removed"

i have an account which got saftey banned that was in march and i hassled them to unban it and guess what! they did :)
